Jim Pollard has lived and worked in Shenandoah for over 20 years and is dedicated to ensure it continues to be the best place to live in America. He truly loves Shenandoah and the positive direction it is going and works hard to protect it and improve it.
As a retired top-level media executive, an actively involved Shenandoah resident and well-respected community leader, Jim is committed to keeping Shenandoah a great place to live and raise a family. He’s open-minded, solution-oriented and can be trusted to work full-time and stay focused on the needs of our residents.
Qualifications
- Currently serving on Shenandoah City Council since 2022 (Re-Elected in 2023).
- After retiring as General Manager of Community Impact Newspaper he proudly joined Ritch Wheeler’s Shenandoah City Government team and was appointed by Mayor John Escoto to City Council 3 years ago.
- Shenandoah Planning & Zoning Commissioner almost 5 years, served as Vice Chairman 2020-2022.
- Business and Community Background-Extensive knowledge of the community and region gained from career as a top level media executive. Developed strong relationships with area leaders and elected officials which ensures needed access to decision-makers.
- Former board of directors member of The Woodlands Area Chamber of Commerce.
- Former board of directors member of The Woodlands Area Economic Development Partnership where he actively promoted quality development for Shenandoah.
- Former Vice-President of Voter Awareness Council, a volunteer non-profit service organization with a mission to increase voter knowledge and voter turn-out by providing non-biased, non-partisan reviews of candidates and issues in Montgomery County.
- Extensive executive management background in planning and development of successful media companies throughout Texas and California. Experience which will benefit Shenandoah through new ideas & programs to increase visibility, and desire to Shop, Dine, Stay and Live in Shenandoah.
- Known for high-integrity and high-energy leadership throughout the newspaper industry resulting in successful, positive and productive organizations which operate efficiently and are highly profitable.
- Highly effective in problem-solving, personnel management & recruitment, training, budgeting, strategic planning, marketing and team development.
- Jim loves Shenandoah and the direction it is going. His knowledge, experience and love for this community will ensure continued and accelerated movement forward. His personal motto is: “Success is a self-fulfilling prophecy” and he lives by it.

Shenandoah is the perfect place to live and raise a family. As an integral part of the current City of Shenandoah leadership team for over eight years, Jim has worked full-time (this is not a part-time second job) to keep Shenandoah taxes and water rates among the lowest in the state, to support and significantly expand Shenandoah’s “cutting edge” police department, and to keep improving its great amenities and incredible infrastructure. Shenandoah’s cost of living is second to none - Jim plans to make it even better.

- Innovative “Cutting Edge” Police Department including new K-9 division and criminal pursuits.
- Continue to expand the number of Police Officers patrolling our neighborhoods.
- Maintain aggressive pursuit of criminals before they enter Shenandoah neighborhoods.
- Retaining our current qualified, professional City of Shenandoah staff.
- Improve existing parks, create dog park, expansion of new Veteran’s Point Memorial.
- Free trash pickup reducing cost of living expenses for Shenandoah residents.
- Low water rates that are among the lowest in the state of Texas.
- Superior Infrastructure planning & development.
- Promote “Shop, Stay and Buy” in Shenandoah to increase revenue & maintain low property taxes.
- Support redevelopment along the southbound service road (Hot spot for criminal activity).
- Build infrastructure needed for Tamina water supply project paid for by governmental funds.
- Support Shenandoah Sharks swim team, Shenandoah’s oldest institution (52 years).
- Expand Shenandoah’s outreach program to residents with quality Civic Club events.
